For the sand you can do what I did and get a bag of all purpose sand from homedepot. Its like $3 for 50lbs. I use it in my 9gal and it grows downoi really well.

i heard beach sand is no good because of the salt or something.

Got the sand from Home depot $3.38 for 0.5 cu. ft. ... water is cloudy after rinsing it more than 10 minutes. I am going to soak it over night.
not sure if paver sand is the right kind. I'm thinking there might be binders/light cement in it? If I'm going to use sand I typically use play sand which is pretty much just sand.

omg did i get the wrong one???
rinse it out and let it sit and dry. if it hardens up, then it's no good.

The paver sand may just be very very fine sand since they use it to level/smooth before bricks. I dont think it has cement in it....but i could be wrong.

I put the sand into the tank and it is cloudy even after pre washing more than 10 times and soaking it over night ... I changed the water 3 times before going to bed, it cleared up a bit in the morning but when I was rearranging the moss its cloudy again; in addition, the larger particles seem to sit on top and the fine particles get in the filter making funny noises. Maybe there is a reason why people spend $30 for the same bag at the fish store. I am thinking it might be easier to wash the salt off the sand at the beaches or just simply go to Nature Aquarium.
About the plants, I am still looking for the main center plant that will grow emerged and hopefully flower. If you guys can make some recommendations that would be great.
I should have showed you a pic of the sand... sorry about that. The stuff I got also took me awhile to rinse.
Thanks Neil, its clearing up a little bit now, but moving any plants around is difficult. I googled around I found that a lot of people are using pool sand for aquarium. Maybe i will go check out some pool supplies.
