I am planning on sending a buddy of mine about 40 dwarf sag nodes in the mail. I was wondering if someone could provide information on how to best ship? Should the be under water or just wrapped in a moistened paper tower?

Make sure the ziplock bag has most of the air out of it without smashing the plants when sealing it. Too much air in the bag the separate the seal and dry out your plants.
With the paper towel you want to keep things moist but not soggy. I recommend wetting a paper towel completely, squeezing it in your fist to drain the water, then wrapping the plants in it. Maybe spritz the inside of the bag with 1-2 squirts of a spray bottle afterwards if you are concerned about it being dry. Leave just enough air to make it so that there's a resistance cushion if you press on it (which means the plants won't get smashed by anything with pressure applied to it) but not enough so that the bag would qualify as inflated if it were resting idly on a table.
