I had this issue a while back, did you happen to buy shrimps from 405 tropical fish by any chance?
they are extremely tough to get rid of, there are a couple ways:
    1. Using a turkey baster and suck them out manually, over time the number will decrease.
    2. Put in fish that will eat it
    3. CO2 nuke (this is what I did, and it worked): basically, I catch all my shrimps and as many babies as I can out very carefully, make sure no scud follows. then I leave all the plants in and drain a good amount of water, you would want as little water in the tank as you can with all the plants still being submerged. Now the fun part, get a bottle or 2 of sparking water (carbonated water) and pour them in quickly and spike the CO2 in the tank. The scuds will suffocate and die off. For good measure, I put a tight wrap over the top as well to keep in the CO2.
    4. Or you can just start a new tank
