I want to start incorporating plants into my gravel tank other than java ferns and anubias tied and glued to rocks and driftwood.. can I place mini (2 inch tall) terra-cotta with substrate for plants? I really don’t want to remove all my gravel just to get plants going.

Thats a great way to do it. I've often thought of doing a scape with them with different plants in them. Also makes it easier to transfer them to another tank.
I have a fleet of them i use to help get roots on stems, i have goldfish so they like to rip up every thing, I would glue a rock on the stem and then pack it with flourite and wait till it started to root then transfer them into the gravel.
I got a bunch of them from hobby lobby for i think 52 cents a piece, also while i was there i got some needle craft mesh that i used to make a living wall(still a work in progress.)
