    Too bright light for fish?

I posted my densely planted tank the other day and mentioned that I don't see the fish and shrimp very often. Today my Kessil controller and co2 solenoid had some electrical issues so the light was set at it's lowest setting all day. I just went over to the tank and most of the fish and a few of the shrimp are out. Is this a coincidence or is it possible the animals don't like the lighting? I only run the Kessil at 60% for 7 hours a day. Tank is 11 gallons.

Most fish prefer dimmed light, but others aren’t sensitive...what type do you have? Are they new to the tank or is the light?
