Get the 40B from Petco during a sale, use a metal storage rack from Home Depot or Lowe's (there is a model that fits 40B tanks perfectly; you can split the rack into two and each half can hold two 40B), use a cheap filter, and get a 36" Stingray? Might be able to get all this new under $200.
You can probably pick up used versions of any of these cheaper. I have half of that storage rack laying around for instance. Plenty of people probably have a 36" light option to sell you on the cheap.
I'm not sure what you are asking.
For planted tank the best is to use aquasoil amazonia or other aquasoil that contain nutrients in it.
Since you have 200 budget,probably have to got this route In my opinion.
Check black diamond sand(around $10 per 50lbs at tractor supply), you just need to add root tab(find on ebay/amazon) into your substrate.
for hiding spot you could purchase a clay pot from nursery plant wholesaler, around $0.75 - $5.00 per each,depends the size.
Tank probably is the best to find used one in this forum or craiglist (if you are lucky youll get the stand with it for low price).
Please note 40breeder or 48gallon tank is almost double the weight than 29 gallon, make sure you have a proper stand to hold it.
If you want an active substrate, the cheapest possible right now would probably be Fluval Stratum -- it's on sale right now at Petco for $17.2 for a 8.8 lb. bag and Petco is also offering 10% on their site right now so each bag is around $15 or so. That's about as cheap as you will get for a soil substrate. If you want a slope or anything like that you'll need four bags, but you could probably get away with 3 if you were doing a plain flat layout.
If you just want low lighting you can get a Finnex Stingray new for $64. If you want medium you'll need to go up to the Planted+ 24/7 or the Vivid+ at around $100. I'm sure others can advise you on other brands that might be cheaper, this is merely what I know personally having owned different 36" Finnex fixtures and tried them on a 40B before.

Costco in Lakewood has the exact same rack as Muscle Rack (or maybe it's cobranded) for $57, it's a great deal, usually it's $100

Those are not strong enough to hold 40B, i have tried it on 29 Gallon tank and i can see it start bending in the middle. I bought it for 59, i switched with other rack also from costco 1000LBS per shelf, came with 6 shelfs but the size is 48 x 18, bought them for $69 (ran out of stock so fast, never seen them back in stock again).
Like other have mentioned, just go buy muscle rack from edsal for 36 x 18, its fit perfectly for 40B. I believe walmart have them as well, made by edsal. Around 50 - 65 sometimes they are on sale during holiday.
You're right Danny, do not put large tanks on them, don't risk it even if it says it supports it. I only have a 9 gal on it and it's great for general storage.
Yeah I think the thing about the Edsal racks is that they fit the rims of the 40B perfectly so the tank sits on and is completely supported by the steel rather than putting any pressure on the wood. I have the Edsal racks from Lowe's and it holds my 40B just fine, no discernible flex that I can see. Seen a video where someone splits one rack into two and has each hold two 40B tanks for his breeding set-up.
These racks are great but the shelves are crappy, it's pressed particle board. I wouldn't trust any heavy weight on it. I would go for higher end rack with metal wire shelves.... too risky with all the water.
These are rated for 800lbs per shelf at lowe's (200% what you need) and are MDF. Just spray them with deck coat, and then seal them.
Mdf is so much more powerful these days than it used to be, especially if you take care of it.
