Hello, I would try organic potting mix/soil for the bottom layer and have it covered by a layer of fine gravels or sands. You can grow pretty much anything.

I picked up a 50lbs bag of pool filter sand couple month ago from ACE for $13. They are not bad at all. Just rinse couple times before adding them to aquarium.
